What cumulative impact will trade agreements have on European agri-food sectors?

In July 2019, following the political conclusion of the EU-Mercosur Free Trade Agreement (FTA), former Commissioner Hogan, the then Commissioner for Agriculture and Rural Development, announced at the Agriculture Council an update of the 2016 Cumulative impact study, covering the economic aspects of agricultural tariff reduction. This was reiterated by Agriculture Commissioner Wojciechowski at his confirmation hearings.

The European Commission’s Join Research Centre has analysed the cumulative effects of 12 free trade agreements (FTAs) on the agri-food sector by 2030. The study includes trade results for the agricultural sector as a whole and sector-specific impacts on trade, producer prices and production volumes.

Abstract: This report presents potential effects of twelve free trade agreements (FTAs) under the current EU FTA agenda. It sheds some light on the cumulated impacts in terms of trade, production and price for the EU agricultural sector as a whole, while quantifying also the market development for specific agricultural sectors. Different from a forecast exercise, it compares a conservative and an ambitious FTA scenario with a business as usual (reference) scenario. The study confirms the opportunities offered by the FTAs as well as the the need for a cautious approach in more sensitive sectors, i.e. beef, sheep and poultry meats, sugar, rice.
