EU rules on plant health contribute to sustainable agricultural and horticultural production as well as the protection of public and private green spaces, forests and the natural landscape. They also aim to ensure safe trade, as well as to mitigate the impacts of climate change on the health of our crops and forests.
These rules were updated and reinforced by the entry into application of the Plant Health Regulation (Regulation (EU) 2016/2031), on 14 December 2019.
Two reports were presented to the European Parliament and the Council on 10 December 2021 on the enforcement and effectiveness of plant health measures relating to imports into the Union territory and on the plant passport.
These are supported by five technical reports assessing the performance of phytosanitary measures implemented for intra and extra EU trade.
