Welcome to the third newsletter of The Pan-African Network for economic Analysis of Policies (PANAP)!
This initiative is part of the endorsed actions agenda of the 3rd AU-EU Agriculture Ministerial Conference on Agriculture in 2019. PANAP brings together academic, research, and institutional partners that develop research on agro-economic and policy issues. The main objectives of the network are to strengthen the liaison between researchers/scientists and policymakers in Africa and to foster scientific communities providing independent, evidence-based scientific support, data/information, and economic analysis of sustainable agrifood systems and related policies.
1. News & events
Second Workshop on "Economy-wide agricultural modelling with DEMETRA"
Between 17-21 of June, JRC and FARA organised in Seville the second PANAP annual workshop dedicated to economy-wide modelling in the African context. The workshop tackled issues of trade, government spending, tax reforms and food security and brought together several researchers from government institutions, universities and think tanks from eight African countries. The activity was funded by the HORIZON StEPPFoS project (Strengthening Evidence-Based Policy Practice for Sustainable Food Systems under the EU-AU Partnership) and the RMRN Centre of Excellence (Regional Multi-Actor Research Network on Agroecology to Support Regional Centres of Excellence related to the Green Transition).

Presenting PANAP at the WTO Thematic session on technology transfer in the agriculture sector
On 21 May, JRC participated in an invited Panel "Thematic session on the transfer of technology in the agriculture sector: WTO Members' perspectives and experiences", organised by the World Trade Organisation (WTO)'s Committee on Agriculture. The event was widely attended and fostered a rich discussion on the crucial role of agricultural technologies in production, productivity, and enhancing resilience.
JRC presented PANAP discussing the transfer of know-how for ex-ante impact assessments of policies based on quantitative modelling. While the transfer through capacity building of the models is per-se a "technological transfer", the models also help simulate the impact of technologies in the economy.

2. PANAP Partners' activities
Atelier d'evaluation d'impact avec les modeles macro-economiques et de simulations micro-economiques
Between 22-23 September, the Banque Ouest-Africaine de Development (BOAD) organised a hybrid workshop held in Lome (Togo). The workshop examined the activities undertaken on economy wide modelling of investment options in the UEMOA region, which will become very relevant in the frame of Global Gateway activities. The workshop gave the opportunity to interact to over 20 regional actors and institutions, among which the UEMOA Commission. Among the topics addressed were the perspectives on improved data compilation and transparency, the relevance of the PANAP economic models for the analysis of UEMOA economic integration issues and the cooperation between regional experts and PANAP on knowledge sharing and capacity building.
NIGERIA FOOD SECURITY
On 26 September, the National Institute for Legislative and Democratic Studies organised a workshop on policies for food security and nutrition in Abuja, Nigeria. The event drew over 40 participants from various institutions, among which the federal ministries of Agriculture and Food Security, Health and Social Wellbeing, and Budget and Economic Planning. The workshop's was useful to share insights into Nigeria's food consumption patterns based on an analysis of household data across all 37 states. The workshop discussions will inform the formulation of policy options for enhancing food security and nutrition in Nigeria, assessing the impact of supply and demand-side interventions on the country's food systems

The JRC Working Papers on Economic Analysis of Policies in Africa collect works supporting continental, regional and national policymakers in Africa in designing, assessing and evaluating the impacts of policies.
