Applying Spatially Detailed Modelling to Support Land-Based Policies in Kenya

Background

Kenya is committed to accelerating low-emission, climate-resilient development while advancing its medium- and long-term national development priorities, including Vision 2030, the National Landscape and Ecosystem Restoration Strategy (2023–2032), and the Bottom-Up Economic Transformation Agenda (BETA). Achieving these objectives requires evidence-driven approaches to land-use planning, natural resource management, agricultural transformation, forest conservation, and climate action.

In this context, the European Commission Joint Research Centre (EC JRC), in partnership with KIPPRA, has developed KENEMO, a spatially detailed analytical framework that integrates Kenya’s economic system with environmental dimensions. The KENEMO framework captures how economic activities interact with ecosystem services such as carbon storage, biodiversity and pollination and how these interactions shift under alternative land-use pathways.

As the technical development phase concludes, EC JRC and KIPPRA propose hosting a stakeholder restitution workshop to present the framework, validate its outputs, and discuss its application in Kenya’s policy and planning processes.

Purpose of the Workshop

The workshop aims to familiarize national stakeholders with the KENEMO modelling framework, demonstrate its analytical capabilities, and collect technical feedback to strengthen its relevance for Kenyan decision-making.

Specifically, the workshop will:

  1. Present the KENEMO model, methodology, input datasets, outputs, and analytical capabilities.
  2. Demonstrate the framework’s ability to assess land-use change, ecosystem services, value-chain impacts, and economy-wide interactions from national level down to a 300-meter spatial resolution.
  3. Discuss scenario findings, including sample projections on cropland expansion, forest protection, and land-use transition pathways to 2050.
  4. Gather stakeholder insights on model refinement, potential extensions, and sector-specific applications.
  5. Explore application pathways for policy development in areas such as agriculture, forestry, MRV systems, climate change adaptation, and trade.
